What Responsible Deployment Looks Like

Human accountability for clinical decisions. No AI system should have final authority over a clinical determination. AI can recommend, flag, route, and analyze. A qualified human must own the clinical decision.

Transparency about AI involvement. Where AI has informed a clinical recommendation, that involvement should be documented in the case file. Opacity creates risk that grows with every adverse outcome.

Ongoing performance monitoring and model governance. AI systems degrade when their training data no longer reflects the operating environment. Programs deploying AI need regular accuracy testing, demographic performance analysis, and clear criteria for when a model is retrained or taken offline.

The Ethical Dimension That Efficiency Arguments Miss

International assistance programs serve people in moments of genuine vulnerability — illness, injury, emergencies far from home. High-touch service is the ethical baseline for a program that has made a promise to a member in distress. AI that supports human case managers to respond faster is a net positive. AI that replaces human engagement in the name of efficiency is a failure of the program's fundamental obligation.
